I think the first game is more challenging and since you're less overpowered your teambuilding matters more. Map design also matters more when you're not steamrolling through everything.
But in terms of gameplay mechanics the second game is better. The add-ons for fusing are good, the natural resistances are good, and the increased variety of demons and skills is good.

The leading days were all about society failing to sustain its present form and slowly fracturing into emergent cliques.
During that entire time your entire group is isolated in a world that's no longer the one they knew, or had a place in, having to tend to their own survival.
Meanwhile DeSu2's first hour sees you welcomed into the well supplied headquarters of a secret society. They immediately provide you stable footing and advanced intel on the present situation.

What worked was the gameplay. I think it's fine that the second game didn't follow the same formula for the story.
Also it's clear that the second game prioritized the characters over the story while the first did the opposite. In desu1 all the characters have some purpose, they exist to represent some point of view or something, but in desu2 the characters are just there and the story happens to include them. Desu2 characters also get more scenes to interact and develop their character through the fate link stuff. The story is just some dumb shit they threw together, it's not trying to be a serious atmospheric game.

People talk about 2's gameplay far more because it's better in general. 1 is a very easy game except for Lucifer, as it's intended as a beginner's game for the genre. 2 isn't a whole lot harder, but it's got better balance and allows for more than just dance builds to be useful.

Honestly the characters aren't exactly strong or complex or anything like that, they're just focused on more. They're likeable, good looking girls who have a few events where they show typical anime cliche developments. I just mean the story came first in desu1 and the characters were created to play a set role, whereas in desu2 they made a bunch of waifu material, stuffed them into the story, and asked themselves what the character would do in the situation. So the desu2 characters mostly don't contribute to the story and are just there to look cute and sell figures.

I disagree, and the theme isn't survival, it's apparently supposed to be how humans react to crisis.
2 offered a different setting and instead of focusing on how people often went lone wolf or stayed in small groups, it showed how people would interact in large groups when they did not know how to deal with it on their own. The lack of Angel vs Demon war mid-city changed around the background conflict as well, providing a perspective where the real conflict was an ideological question of what you believe change in the world should be, rather than what you would do if you achieved ultimate power yourself.
The Septentriones/Triangulum lent a welcome change as well, as they had no affiliations with heavenly warring entities, they all served one true master in each case. Non-negotiable except for Alcor, they were a very different foe than most demons, and it really emphasized this alien, differentiated nature over the rather standard demons the Bels were.
The driving force did make it less personal due to the less localized area of concern (1 city in 1 vs the whole universe in 2), but they did a decent job of making it feel hopeless, no matter how much supplies and shelter there was.
A city is something there is hope of escaping from. But when the whole world simply stops at the little black edge near your foot, that's it. There is nothing left, just the little area of a partial country and the few remaining people that walk the streets.
It's a pretty great game.
