This is Injustice Superman's primary fuck up. He probably did start out wanting to just make the world better even if he had to do it by force. But he just kept moving the goalpost on what that meant. First you weren't allowed to commit crimes, then you weren't allowed to have wars, then talking out of turn became illegal. By the time of Injustice Superman moved the goalpost so far that he was willing to wipe out entire series just for complaining.

the problem is most writers who write an evil Superman don't actually use what's unique to Superman to make the story interesting. Superman is all about how this dude should technically be an absolute threat and menace to our world because of what he's capable of but he still chooses to be the better person and do the right thing. And it's because of the morals he learned from being raised by the Kents and the experiences he had as Clark Kent.
And almost no evil Superman stories involve this. You never feel the Kents influence on Superman at all or see any sort of inner conflict in Superman concerning how they raised him or his past experiences that led him to this point. It's always "I'm evil and will just use my Superman powers to do evil because there's nothing else"
It's why I think the Injustice story is so shit. We almost never see Superman have any second thoughts or have any inner turmoil to his character because apparently everything that's happened in his past pre-Injustice never happened
On an unrelated topic it's also why edgy Batman was shit in BvS. You're just expected to just accept this idea of the character without actually seeing what affected them to be like this. It's very reliant on the reader already getting the superficial idea of the character so you can just do whatever you want without considering the quality of the writing and it all falls apart

It's bad writing, but I think the idea was that he still cared about them, at least a little and wanted to keep his normal life while he prepared to take over the world. However, little by little things kept spiraling out of control while he tried to keep his powers secret - since if his powers were widely known his life would be over. First he kills the girl's mom, but then his aunt says she's gonna tell the cops on him, so he has to kill her, but then his uncle catches him and threatens to tell his parents, so now he has to die. Then his dad finds out about his powers so he has to kill his dad, and when he discovers even his mom has betrayed him, the last shreds of his ties to humanity are gone.
To be fair, I don't think I would've ever figured that out.

It makes sense for Batman the most but then they go ahead and apply it to everyone else who has to deal with the Joker or Joker-level villains who get popular, and even then Batman jumps around from being fine with letting someone else kill the Joker to actively trying to rescue the Joker from other heroes
Meanwhile Superman does kill very occasionally but it's really inconsistent especially across adaptations like in that one movie where a bunch of Doomsday clones are slaughtering Wonder Woman's soldiers en masse and he lets hundreds of them die only to realize the clones don't have heartbeats so he incinerates them all in like 3 seconds.
It's especially bad in the Injustice tie-in comic where the big moment where Superman jumps the slippery slope is the moment where he saves countless millions from being slaughtered by parademons by killing them all with super speed, and Flash and Batman act like that's some kind of heinous unthinkable act
