blade runner is a noir story set in a cyberpunk world. You could easily tell a very 'punk' story in that same setting, the movie just focuses on a very different set of themes to most cyberpunk fiction, but the whole visual aesthetic of it is clearly a strong influence and it does cover a lot of common ground like says - it basically hits all the hallmarks of a cyberpunk setting, but doesn't present it like it is one. Neuromancer would be a better example of a classic cyberpunk story/setting, but blade runner is kino and very obviously influential for a lot of reasons.

the Major fought in the world war that came right after the nuclear war
the world is now fractured into a billion tiny states such as the Gavel Republic, Beluchistan etc etc

the USSR is now a big player
the US have been split into three super-states and partially conquered by the Russians.
And of course there's a whole bunch of war orphans around.
and in the series, the Poseidon company became a major world power by providing a way to decontaminate irradiated areas

I would say that it does, yes, especially when it fucks up the way the world works.
That being said the post-apocalyptic aspect is more visible in Dominion, where there's a big desert right outside of Newport City and the air is contaminated by bacteriological weapons.
