Half-Life is better written than every single japanese game. Games that weebs love to say is well written like Nier Automata and Persona 5 look like fucking cringefests compared to Half-Life.

Half-life 2 is one of the best written games ever made, hl1 on the other hand barely has any story.

Yes. He talks like an alien trying to be a human and clearly doesn't really understand how to pace his speech and the proper emphases and inflections to use. The scenes with him in are also among the only times control is taken away from the player, which hammers home the feeling of an omnipotent being with power over Freeman.
Every speech in hl2 is greatly written, but at the time of meeting the characters they are goofy as fuck. The way breen runs away with the gravity gun will never be not funny

He serves his role quite well and has an actual air of intrigue behind him, so I guess so.

He was absurdly interesting in hl1, having this nigga watching you from corners for the whole game was something intriguing and never done this well before.
Those parts were cool, the end when he speaks to you is cringe because it's supposed to be serious and kind of intimate but you just see him standing completely still and his low poly mouth popping open and closed during what's supposed to be a serious speech. The twitchy uncanny valley feel afforded by the facial animations in half life 2 is much better.
Obviously watching it now it looks funny but at the time it was pushing the tech to the maximum and people were loving it. Also it has to be weird to some extent because he's and interdimensional being trying to act chill with a human, and i personally loved the fact that you could refuse and pick "a battle you have no chance of winning"
One thing for sure is that the VA fucking nailed it
