He also said that they are trying to make it so that the player who activates a power up block also gets the power up.

Even though it was done in about 5 minutes anyways.
The way the spritesheet is set up, the hitbox would be the character that's behind, and it only applies to fire mario. The stand would be infront of the user (since they're usually intangible to non-stand users, which I assume the enemies of Mario are), and they would have no stand for small/big mario.

I know someone from the team, and they said that's not been planned.

- Getting an immediate powerup from hitting the block is not in due to complaints.
+ It will now just pop out a random item, the most common is a mushroom, the most rare is a star. We've also been talking about it giving you an upgrade, will keep you updated.
+ The Vinesauce shroom is planned to be in the game as a +2 lives shroom. Will also keep you updated on the situation.
+ The block will be rare and only in custom worlds. The Vineshroom will be a pretty rare find now! So if you see it, get a grab!
