Games are nothing but a series of decisions presented to the player, the only difference between VN and other genres is in how the decisions are presented and the amount of them. You could argue for dexterity and problem solving skills other genres could require, but that doesn't apply to all, and plenty genres that are still considered games don't have them.

The difference between Video Games and Visual Novels is that Games are capable of having multiple solutions to the same problem.
Visual Novels do not.
They're basically Choose-your-own-adventure books but digital.

And yet you may argue that "linear" Games also belong under this category, but functionally have different solutions to the same problem, just more restricted and having almost no impact on the set story path. Many games fall under this category but are by no means Visual Novels.

A good example is Fable, no matter what you choose, it may solve the problem, but all those paths that you've taken converge into two endings. Up to that point you've had quite a lot of freedom, but nothing you've done up to the ending truly matters.
Is it a VN for this? No. I'm sure you can come to a conclusion as to why yourself, I've already typed enough.
