If Shantae was DLC, they wouldn't have gave her spirits so late in development and would instead save those for her release just like every other DLC character
Add that with how Wayforward/Bozon told fans on twitter a day or two to campaign for her inclusion as DLC before it was announced that the it was finalized indicates that Nintendo/Sakurai didn't even approach them for DLC negotiations
At best, she was on the list (if it was even a list and not just 5 characters to begin with) and was rejected by Sakurai
At worst, she's just a spirit to serve as a consolation/"Please shut the fuck up" prize to silence her fans from the ballot
