The truth is Carnage is just a more shallow Joker and he doesn't deserve a game. He's a worse character then Spiderman or Venom frankly, and he's one-dimensional. He literally only serves as a constant for more interesting and nuanced characters. Maximum Carnage was the maximum amount of Carnage a game needs.

In fact, he's worse than most of these villains because he only has one motivation: to kill. Every attempt to flush the character out either made him clownish, or made him not Carnage.

Carnage was a neat plot device in the 90s, but there's nothing you can even do with him other than "I'M GONNA KILL EVERYONE!"

Let me cool off first, then I'll list down a ton of examples, it'll take 5 minutes.

Here is a list of ideas...
1.) Have a totally different origin story, make it into a game that has stages and a few mini games, have him tango with totally original bosses and the regular enemies can range from monsters and gangsters, you can collect health from a civilian passerby by draining their life force.
2.) Make the game based on the original comic book, but at the same time provide content that doesn't show in the panels, make it semi open world and give him "missions" that he can do, more than just simply killing people, he could sabotage shit, spread some chaos, get back at a foe etc.
3.) Make it into a first person game where it plays kinda like AVP meats Doom where you go around attacking civilians and spread panick in some sections and in the main game it's about stopping a corporation from making their own symbiote army.
4.) Turn it into a very comic book looking game where you're in a remote island and you learn skills and power ups and you slay through at first are normal guards then quickly become enhanced alien type beings.
5.) Make a 2D side scroller platforming hack and slash and make it so that way you can unlock certain areas during your playthrough and occasionally you can fight Venom or Spider-Man.

Not trying to be a dick but none of those sound good. Carnage works only as a one-dimensional villain. I don't mean that as an insult, I think it's one of Carnage's strengths -- he has no moral compass, no greater purpose, there's no reasoning with him, he's just a killer who got lucky and now has an unlimited capacity to kill. That's terrifying.
The key is to make a game where Carnage is the main antagonist, something like Maximum Carnage with Spidey and Venom teaming up to take Carnage down, with other Symbiotes falling in line beneath him to act as bosses. Make it similar to Spider-Man PS4 but with Venom obviously having his own power set instead of gadgets.
Then, when you beat the game, add Carnage as an unlockable playable character who has no restrictions and can murder anyone. If you want to be ambitious, make it its own story mode set from Carnage's perspective as he recruits Symbiotes and encounters Spidey and Venom, maybe with an alternate ending where Carnage wins. The problem is that to properly implement it you'd need to add some real violence which obviously modern publishers wouldn't want.

I remember that one of the sequel concepts to Web of Shadows was a What If where you played as Venom against Spider-Carnage, who was causing an even worse version of the symbiote infection in Web of Shadows. The gameplay ideas for that concept got reused for [Prototype] by Activision, after Web of Shadows 2 got cancelled .

Well, that sucks about Eddie losing Toxin. And despite the original writer saying that, we’ll probably never see him again.
He's not just a shallow Joker. He's physically stronger than almost every other individual hero/villain in the spiderman universe so he doesn't rely on memes and tricks to get shit done. The reason he's rarely used in modern Marvel games/movies is that he's too adult. There's no way to effectively portray Carnage without bumping the rating up to 18+ with tons of gore and violence.

People forget he was a person before he was arrested.
He lived a life putting on an act, to hide his true self.
This is the personality he has.
he sees things differently than others, and doesnt care about anyone, unless its to hide himself, so he can keep killing.
Now, he gains the power to kill, w/o having to worry about hiding it.
He is going to get bored of just mindlessly killing.
He will want to find new ways to do it, and will most likely challenge himself, be it the largest number of people killed in a single attempt (not going to a place, and individually killing people one at a time, to get a large number of kills)
Or more complex methods, even including getting others to do it.
All of these are not very good for a main character.
Another genre of story telling with force of nature villians, are horror movies.
Which he fits the theme decently, but again, horror movies are best seen from the victims perspectives.
The player needs to be challenged, and this challenge loses its effectiveness as a narritive, if it doesnt feel like carnage cares about that challenge.
The only way to use this character, is to change him, so he's trying to hide his identity, playing closer to his human behaviors before being arrested.

in a game, u have to actually create those challenges, and present them to the player, and a sizable amount of players will just find it boring after a short while.

I never said they were bad as villains, im solely talking about playing a game from his perspective. its like playing the PS4 spiderman game, w/o missions, objectives or boss battles.
The PS4 game was already bare bones as it was, barely being good enough, taking some of its features out would tip it into being too boring.
I guess a better way to look at it, is if you played GTA, but didnt have cars at all. Just running around and punching people.

It's more comparable to Prototype or that Hulk game by the same devs. The appeal would be in a sandbox where you can trash everything and go on a power trip. He could still unlock new powers, maybe some kind of xp/skill tree based around collecting blood. I'm sure a lot of people would be hyped about an experience like that. Crackdown had very little incentive to do anything either, but it was still fun.

He has loads of potential for a sandbox game, but yeah he could do. He could even glide/fly or equip a variety of melee weapons.

Protagonist means main character. Doesn't necessarily mean he's the hero or a good guy, just that he's the main character we follow.

I like retarded 1-D villains sometimes. DIO is fun. Making all villains sympathetic is annoying.
Nothing, It just makes them hard to create a meaningful character out of them other than just making them an obstacle to get over. The only really interesting thing about a one dimensional villain is finding out what crazy idea they come up with next. It just gets old, like how every other zombie story is pretty much the same story,different characters.
So making an entire story focused around them being the protagonist, is kinda difficult because now you have to make them compelling enough to follow or constantly outdo themselves.
You could add shit to their backstory or whatever, but then people will get upset that they act nothing like they were, so now you have to commit to whatever you made and hope it catches on and people accept that its part of the character now.

With great power he only cares about himself, fuck responsibility etc. He's a fun villain for spider-man to go up against rather than "stronger venom who has no motivation and is just beaten by something sound related anyway!"
