How do you know when you peaked? Is it something I can measure in hours? Say I've played for 100 hours and haven't improved then I'm not going to improve no matter what I do

In my last 30k plays I haven't gained any significant rank compared to the previous 50k.

You are getting burned out. A small 2-5 day break should help. If not, try other modes for a change.

This option means that you should invest in a better keyboard/mouse or buy a graphic tablet, BUT it will help you improve only when you "feel" your hardware doesn't keep up with you instead of "I'm bad, but this user said if I buy this, I'll be better".

for mania, play random all the time and start building up your ln skills by playing ln maps.
for circle clicking you need to stop playing high AR garbage and actually learn to read and hear the rythm. get good at atleast AR 8 , 7 is good too. also decrease circle size and time window, itll force you to get better. i did this for two weeks and i could beat people in 1-5k rank range in lobbies
