The worst RPG of all time is some no-name shovelware that's only been bought by, like, nine people and was forgotten immediately because it was nearly unplayable. Anyone suggesting a name you can recognize is both lying and salty.

Skyrim vanilla isn't even terrible from the RPG angle. Granted the combat is shit and there is some limit to your freedom but you have some freedom nonetheless. Modded, I'd honestly argue it's one of the better ones out there.

Skyrim might be bad compared to older Elder Scrolls games, but man I've never seen a more bland game like Amalur.
