Other than the tits, the new design is a lot of just noise. Her original costume was simple and cute to not really detract from the attractiveness of the character, kind of like an attractive woman in a simple, single colored gown. Now they added a longer, more complex pleated skirt, an extra under shirt and stockings because to try to make her costume more "interesting" but all it really does it make it distracting.
