It's less of a nerf and more of a translation to a format with more detail available. FF7 had 3 models: the cutscene one with actual balloon tits made by an outside firm that we can probably discard, the overworld model with chibi proportions, and the battle model with more polygons and more realistic proportions. The battle model is not too far off what they've done in later entries, but I think most people got their mental image of Tifa from the overworld model in scenes like the one under the Highwind.
