Its bugged mate. Way back when, they were experimenting with some peripherals that would later go on to become the WiiMotes. Gold and Silver had some mechanics planned to use the peripherals, like shaking it to get rid of the tree, or shaking in time with Wobbuffet's wiggles to increase the power of his counters. They shelved the concepts for pretty long time, but forgot to completely code out the wiggling tree, and it shows up on some carts. If you're emulating, download a different ROM. Otherwise, sorry bro.
