2 cinderblocks are pretty fucking heavy. I'm guessing that you've never lifted even 1 before. Also, the board could very well be nailed to the roof under the middle cinderblock. Obviously somebody put the plank there for a reason and added a counterweight to it for stability. It's not ridiculous to think that it was used as a lookout and was reinforced with nails. It may even be part of a ruined bridge between 2 buildings, in which was it definitely is nailed down.

user Creation engine is too advanced to have ladders let alone physics.
