rockstar has the money to make incredible soundtracks, but they always cheap out on the music licensing (which should be a decent chunk of the budget).
(with GTA 4 and 5, they only picked 2-3 songs by well known musicians, and then let the license expire after 10 years).
vice city was different because in 2002, the 80s was not really appreciated like they are now, and those song licenses were super cheap.

i hope with the money made by GTA 5, they will actually make some good radio stations full of actual music you would hear on the radio.

Both options are good. The MC adds a level of hype and pirate station vibes while the stand-alone tracks are strong enough to stand on their own.

Music in general was pretty shit at that time. Lots of DnB, club music and nuMetal.

What made gta 3 so incredibly atmospheric? Was it the near constant rain, the fog, the slight reverb of your surroundings? The fact that your character doesn't speak? Driving through downtown LC in a sports car listening to trance is still one of my most memorable gaming moments.

DnB at the turn of the millennium was still good and very innovative. Lots of experimentation and clashes of styles were going in (jungle, darkstep, tech, atmospheric, jazz). DnB only became shit in the late 2000s when it became EDM-fied and it all started to sound the same.
