I had this game on Xbox One on launch day, and it also ran like shit. My friend also had it on his ROG PC, with an Intel Core i7 and a GTX 1070, and it had hiccups many times. Although that may have been his fault for buying a pre built PC.

Having a good frame rate is a must. Resolution is a secondary but putting fps in secondary is retarded. The animations were made for 30 fps which is the minimum if it goes under you will notice.
