The idea is to get a lot of "hole" traps and not let your opponent summon anything. They're super anoying but if you go second or the opponent has some way to get rid of your traps, you cant do absolutely nothing.

There's two separate sentences.
>Trap Cards cannot be activated.
>The effects of all face-up Trap Cards are negated.
He prevents further trap cards from activating and also negates any currently active trap cards on the field.
Since the activation of traps is being stopped, you can't even play the trap cards. Negation happens after the card is played when the effect is nullified.
