Yes it does. There's no real definition of what constitutes an elf and what doesn't. There are popular tropes, yes. The Orsimer for example WERE elves but aren't anymore because they got corrupted into something else by Boethia. The Dwemer weren't changed whatsoever during their time, they simply disappeared. If you go by popular tropes, the Dwemer are physically closer to elves than dwarves - they're not short, they're not stout or chubby. They have beards, but so have other elves in TES.

There are a lot of TES races that get very little fleshing out unless you read into the lore, and the altmer in particular are always depicted as completely unlikable, so I don't know why Bethesda would so actively avoid a chance to give them at least a bit of depth. I don't even necessarily need it to be race-restricted, just SOMETHING to make the Thalmor more than "the bad guys who caused all the bad things going on."

You should also take note of the ruins in their realm. They're not there for a random reason, they're there to have you speculate since they don't seem to be a creation of the Masters, they can't even create anything, they can only absorb and destroy souls, and expending any of it would diminish their eternity.
I would speculate they've annexed a portion of a Daedric Prince's realm for themselves, that seems like a less exhausting option than creating one from scratch.

It's not that complicated. First there was the Old Ehlnofey. The dominant mer race to come of them were the Aldmer, but they weren't the only ones.
Some of the Old Ehlnofey became "lost" in the southern forests of tamriel, known as spirt people/ooze/shape-shifters. One God came along and decided to make a race from them, the Khajiit. Another god came along and thought well if that cunt can make a race so can I. He allowed the remaining shape-shifters/spirit people/ooze (all the same thing), to take a solid firm, but he didn't do a particularly good job and they became the Bosmer.
Aldmer, Bosmer & khajiit are direct descendants of the Old Ehlnofey. All other Mer races are descendants of the Aldmer.
Annoyingly some of the lore books contradict each other and use Aldmer & Old Ehlnofey as the same description, but there's more weight behind the Aldmer coming FROM the old ehlnofey and might just be from TES lore starting over 20 years ago and slightly evolving over time. Or it might be an attempt at portreying the fact that the books are made by individuals in the game world, and not "matter of fact" dev talk.
