I think most Metroid fans were happy with the announcement of Returns, but this pretty much confirms Prime 4 wasn't even in the conceptual stages when they announced it.
What makes you say that about AC?
1. Nintendo has demonstrated they will blatantly announce games without development taking place. Sakurai said they announced they were doing a new Smash a before they approached him (which confirms it wasn't even being developed, yet announced as such).
2. AC was in a similar predicament - the Isabelle release trailer for Smash Bros Ultimate. If they hadn't whipped up a JPG fast like with Metroid Prime 4, rabid insanity would have ensued.

While it is true that Nintendo is more than willing to announce games before they're even in development, in this case Prime 4 DID exist when it was announced. It was being developed by Bandai using some weird multi-studio development style and Nintendo wasn't satisfied with how the product was developing, so they assumedly forced the project onto Retro. The fact that it's not even beyond the point where they're done hiring isn't surprising, the move to have Retro develop it instead was only announced a few months ago iirc and it's not unlikely that they made the announcement literally right after handing off the project to Retro.

They don't, but they have no idea what to do with the franchise. Other M was their last effort to push the series into a new direction and we all know how that went.
Now they're too afraid to fuck up which is why we're getting remakes and sequels to outsourced spin-offs. But the team that worked on Prime 3 is long gone and that Sylux cliffhanger isn't really a good starting point for a new trilogy, especially not for an unexperienced team.

I still find it kind of crazy how honest and open Nintendo is with themselves and their customers to straight up say "Hey, we fucked up, but we're not going to try and make a failing project work" without any corporate spin. Especially when their console is still the fresh new thing and their fans will literally buy anything they put out on it. Nintendo deserves a lot of shit at times, but that's surprisingly forward thinking to make sure they're putting out a product that won't hurt them in the long run just to get some immediate gain.
Think of the horror stories from other publishers like Bioware making bullshit vertical slices of Anthem to trick EA execs into thinking that game development was going well. The only thing I'm worried about is Metroid development killing whatever Retro's secret project is. It would be a shame if that happened againt o them because of Metroid Prime, but if they're taking time to staff up maybe that bodes well for both projects being given the attention they need.

This, the combat wasn't actually that bad given the confines TN had to work with. All the biggest problems of OM, being the level design, the story, the overall gameplay design, and so on were all down to Sakamoto.

Yeah, I blame, Team Ninja, D-Rockets, and Sakamoto. It isn't just one guy, it's all three, Sakamoto was having arguments with them all throughout the development because they didn't want to make a Metroid game but even he fucked up on the project too.
It was a win-win situation. Announce a jpeg and get a bunch of early adopters then “restart” development 2 years later and look like the good guys for doing quality control. Nintendo can do no wrong.
Don't worry, Metroid 5 will be coming next year and with how long Prime 4 is taking Metroid 6 will be out by then. I'm not even that excited for Prime 4 since the Prime series went downhill after the first game anyway.

They literally work with other art directors to direct art. As in, they make sure the visuals follow the same principles and aesthetic. Almost like quality control for art but with more input at the start of the process.

A big problem with that suggestion is that no one actually gives a fuck about F-Zero's characters. Not enough to play a game about racing as them. Why do you think Sonic Racing, Crash Team Racing, and Mario Kart all sell decently? Because people love these characters and what makes the characters beloved is their actual main games with different more engaging gameplay to the point the fanbase is willing to buy a spin off about racing. F-Zero is the reverse where the "spin off" is the main attraction yet of course there's no actual attachment to any character and that includes Captain Falcon who is just Smash Guy.
