Midgar only is extremely disappointing. It's amazing on your first playthrough, but the second time around it doesn't even feel like the game starts until after it. The most memorable moments in the game, all the things people still reference today, don't even take place in Midgar. They're selling FF7: Ground Zeroes and I'm not buying it. I don't care if it expands upon it, it's missing too much FF7.

It's understandable how he wouldn't care if the planet isn't going to die in his or the next few generation's lifetime. Even the planet itself doesn't care that much about Mako reactors.
When the first impact happened with Jenova, the planet created Weapons to defend itself but didn't need to use them. For the entire time Mako reactors existed, it basically shrugged it off, keeping the Weapons asleep until Meteor appeared as a real threat.
Cloud was essentially doing the same thing. Even Midgar sucking up Mako non-stop was nothing compared to Meteor.

It's going to end with the Shinra building, with the gang waking up during Jenovaroth's rampage through the top floors and into him shanking president Shinra before he unleashes destruction on midgar itself (pic related; it's probably hinting at a scene from the actual game, and the fact that those visions of Sephiroth and those weird ghost things seem to show up probably build up to a big finale to part 1 featuring sephiroth.) Cue motorcycle chase, game ends with a boss fight with a form of Jenova, followed by an unwinnable one-on-one fight with Sephiroth (final episode will mirror this fight in Cloud's mind, but require you to actually win.)
