New York is not a relevant state. The city is like a completely different entity from the state it's in.

There is, but unless the game is about traveling around, you won't get the same amount of activity or events going on in any other location compared to LA or NYC.
Even other cities of similar size like Boston or Dallas just don't have as much going on because there isn't as much flux in terms of people coming in and people leaving, as well as robustness of economy
