VPN's are mainly used to bypass region locks or for public wifi so hackers can't get a hold of your actual IP when you log onto suspicious access points. What you're looking for is a no log VPN, where they don't keep records of which IP is being leased to which person so there's nothing to give the authorities.

There has been precedent in the US for IP adresses not being evidence enough to determine the identity of a person in the case of privacy.

You need to read the case carefully. The reason why their identities were not revealed was because the company in question couldn't actually prove any unlawful activities. They just had a list of aggragated IP addresses that may or may not have been responsible for infringing copyright, since you could have been redirected to a website that automatically loaded a video with the infringing content. Also, it is a single case. Chances are someone is not getting the same judge.
