It was either because they didn't want to have to pay royalties to the composer of Green Hill's theme whenever they needed to use it, or because they just wanted to promote Sonic Lost World because it was Wii U exclusive, or both.
It clearly backfired when Ultimate brought back every single stage and Sonic now just has two Green Hills when something like City Escape would've been way better.

I like the homing attack though, the side special should just be replaced with one of Sonic's special moves from Battle. Imagine sonic's side B being able to quickly drop explosive traps.
