Luigi is fantastic but antagonists are generally more fun.
It's sad that Nintendo doesn't want to characterize them to much in an effort to appeal to a mass audience since when they do it's usually great. Bowser, Bowser Jr., Luigi, Wario the DK family and Yoshi are all super fun and well written. Sadly, not everyone gets this treatment.
Mario and Peach are stale bread and Daisy and Waluigi while have hints of personality are essentially just placeholders and the vast majority of personality you can skim from them are just pure fan head canons.
