I always thought that for PSO2 to properly be localized, they needed events constantly developed. And as such needed partnerships and a smaller development team in the Western SEGA branch.
IIRC, isn't that their monetization model? Events, corssovers and crap? And it's not too easy to just localize a good portion of Japan's events due to licensing and crap.
If it's just the vanilla game with expansions, they'll still need to keep momentum going.
