I think it really just comes down to the people in charge like At the time New Vegas was made, obsidian was filled with autismos who clearly needed a "Why" that needed to be explained before you put anything in the game.
In comparison it's pretty clear that Bethesda operates on a "that sounds cool" system.

There could at least be an option where you prod him into explaining his reasoning and after an hour long info dump if your intelligence isn't high enough your character kills himself.

Also it really can't be understated how fucking dumb a concept the institute and synths is. Sure, they took it from blade runner, but it makes zero sense introduced into Fallout's universe, because Fallout already has robot servants. There's literally no reason whatsoever for the Institute to develop synthetic androids for slave labor when you already have fucktons of robots that can already do that shit just fine.

The story was fucked from the start. If you're trying to be immersed then that means from the start of the game you will be doing the main quest and trying to find your son. Cuz who wouldn't look for their son if they were taken by you by the men who killed your wife? However, you wake up in a hole with a bullet in your brain. What do you do? Chase the guy who did it? Cut your losses and go the other direction? Count yourself lucky and live out the rest of your life in Goodsprings? NV and even Fallout 3 to an extent (dad disappearing is still a bit personal but he leaves unexpectedly and leaves you to deal with the shitstorm so theres lots of roleplay things at work) let you decide who the player character is. So they needed lots of different dialogue options in order to give the player the ability to create his own experience. Fallout 4's "Yes, Yes, Yes or reluctantly Yes" dialogue system is a side effect of the dramatic overhaul of the combat system. Fallout 4 is an open world action/adventure game, made for people like the first two replies in this thread. They don't give a fuck about writing and Bethesda knows this

What always bothered me especially about FO4's opening and the whole MUH SON plot, is that the obvious question even a mouth-breathing retard would be asking themselves is how long they were in suspended animation after the raiders stole your kid. It's literally the first fucking thing I wondered about when you fell back asleep. Yet your character, and you by proxy, simply are not allowed to ever ask this question in the game. The game forces you to be a fucking retard who somehow thinks that despite being frozen for 200+ years, the possibility of your son being taken years/decades/century ago and therefore no longer a baby, is simply not a possibility.
Because they need to have their M Night Shyamalan """twist""" that literally everyone smarter than an aussie abbo would be able to see coming.

I don't think there's anything wrong with Bethesda making Ubisoft open world games, because it's clear an actual RPG is way beyond their skillset. The writing isn't even 4's problem, it could be a semi-passable Far Cry game if it didn't lean so heavily on the dogshit Rust building mechanics.

The real issue is that Caesar wasn't really copying the Roman empire, just it's trappings. He wasn't replicating anything that made the Roman Empire perminant. This was by design though, he intended the Legion to be a tool, and when it served it's purpose he would wed it to the NCR and forge a unified country out of that.

The DLCs had an incredibly short release cycle because of the Microsoft deal, so they were super fucking lean operations. You can tell which one was made in less than a month (it's Honest Hearts) because of how primitive it is.

The issue, I suspect, is writing is a secondary concern to Bethesda. Bethesda has two priorities when they make these games - content/dungeons to explore; and wrestling their terrible dev tools into submission.

Caesar wants to meet the Courier because the Courier has ties to important things, proves themselves undeniably capable and is also a way to spy on House and the NCR.

They talked about this back before Skyrim, the original intention was always to allow you to talk to someone, then 'break away' and still have the conversation going, so things are more natural and you aren't just glued to somebody's face when you're talking to them. They failed to implement it in Skyrim and failed again in Fallout 4.

If the Legion was more developed, it could've been interesting if you found some abadoned library that was considered too dangerous to go into, and inside there were hundreds of books detailing everything about the Roman Empire and its downfall. Then you'd give it to Caesar so that he'd either improve his vision or double down even further on what he thought was the right thing.

Exposition isn't inherently bad. Its about how it is used and delivered. Caesar explaining himself at that point in the narrative makes perfect sense and is important information. You could maybe make a point that it can get dull listening to him while he talks with nothing else going on but I'd say the dialogue is strong enough that it doesn't matter.
