Well, yeah. Plenty of games have failed and didn't get sequels. And in reverse, plenty of games did surprisingly well and thus did get sequels. It happens all the time.
If you want specific examples then Dawn of War 3 was shit and killed the franchise since nobody bought it. Souls games went from Demon's Souls getting an Asia only release since nobody thought it would sell in America, but enough people imported it that the ball got rolling and it just got bigger and bigger so now Souls games are fucking massive.
Why the fuck would I EVER pay for a game once I downloaded it? No matter how good or amazing that it broke grounds it is, I'm never going to pay for a game once I played it fully. Why? Just to have it lying around in my library and I never touch it again? I pirate JRPG shits too. The only way to prevent me from doing so is to add DRM, and Steam and Stadia is doing it the right way, by Denuvo and streaming. It's the only reason why I was fooled into getting Total War Warhammer, took a year for the game to get cracked.

voting with your wallet works like voting with your shares in a company. in the old single-purchase system, everyone received more or less the same voting power. there was only one thing to buy and the difference in prices paid were not very big. but now, games have an effective way to scale spending per player, which marginalizes those who are too poor to buy things but still possessed by a consumerist desire to own every worthless trinket that the game has.

The point of “vote with your wallet” is not “punish a game publisher with financial ruin and inescapable bankruptcy”.
It’s “send a message that this is not the kind of game I want, so the next game will be different”.
People always seem to act like if the studio is big enough, they won’t care, as though being able to weather tens of millions in lost revenue without shuttering their doors means that they are perfectly content to have lost tens of millions in revenue.
A flop game is still a flop. In the (likely) event that the publisher survives the flop, unless they are pants-on-head retarded, they will not make the exact same kind of game again, because they don’t have any particular desire to keep churning out flops.
This is how it works.
People act like “vote with your wallet” has failed when it doesn’t prevent things enjoyed by millions of people, like Call of Duty or gachashit, from being made.
It’s about ensuring that there’s still a market for the shit you do like - fears of an industry dominated by whales and mobiles shit are as unfounded as the gen 4 fears of the industry being taken over by FOS games. There is money in catering to you as long as people like you exist.
