It was probably part of the deal for him to have creative input it doesn't matter if his work wasn't massively popular obviously it was revered enough that CDPR wanted to adapt it and remember they came to him not the other way around.

I think you're right, there was an element of someone at CDPR having an attachment to the game and them pitching it.
The more business oriented people saw it as a good deal because Mike probably wouldn't ask for a big cut, like a more relevant author would.
The creative input wasn't an issue because management leaves creative types to their own devices as long as the games sell and they have sold so far.
