You can't. At least not permanently. You can turn streamer mode on which stops most songs. It doesn't persist when you start the game again.
In FH3 you could have the radio off and it would not play anything in the loading screens. You could also finish a race online and just hear the other cars approaching the finish line. Now it immediately goes to some zoomer visual sequence with bad music as soon as you cross the finish. I hate the design decisions of this game.

The music is complete aids, I gave up and sacrificed skill songs and turned the radio off, then used an actual radio app on Xbone. Honestly, the game was mediocre and obviously kiddie core as they were promoting flossing, dabbing, and glittery chicken suits over the car roster.
It's always fun at the beginning, finding stuff and racing realistic cars, but all hyper cars feel the same it it just gets boring and grindy.
