If Nvidia lowers prices, then AMD will undercut them again. For the first time since 2014 AMD has a genuine production cost advantage.
Unreal and unity now have DXR(RTX) plugins that are backwards compatible with existing engines even their own lighting systems and the console makers are talking all about it. These new AMD cards do not have any dedicated hardware for Raytracing like RTX cards and the alleged console specs include navi and hardware accelerated Raytracing. The 5700 will raytrace probably as well as a gtx 1080 or ti does and that's nothing to white home about (still a pretty slide show tho). AMD already said Navi+ next year is gonna have dedicated Raytracing hardware. If you're buying a GPU now you need to assume you're going to encounter Raytracing. If you have no plan to use it but the 5700xt it's a cool card. But if you want to use it get an RTX card ornwait for NAVI+

Vega or AMD cards in general NEED some tinkering with Voltage since everything they put out is way too overvoltaged to sell as many cards as possible. but generally every Vega card can at least lower the voltage down 0.1V which greatly improves power draw and temps while keeping at clocks or even increase them if silicon is good,

Depends on what games you play. I remember DX:MD 3 years ago used about 9GB with textures on Ultra. Of course, you need more than that for your OS and any background programs.
most games after 2015 use over 8gb ram. ideally you'd want 16gb for the smoothest performance without ram bottlenecks. for the next 2-3 years you'd need at least 8 threads (so minimum old i7) and 16gb ram.

a 2500k won't suffer from slow single core speeds. those things can clock all the way to 4.5ghz and above (albeit with less IPC compared to modern stuff) and in gaming the clockspeed shouldn't be the problem. it's the threads that will be the problem. if you want a smooth experience nowadays you need 8 threads. lucky for him though 2600k's are piss cheap and he can easily upgrade and it'll give his pc extra life for the next couple of years.
