Basically, it'll probably be high-performance rendering compressed with YouTube-level of compression, streamed only to people with an above-average internet connected with a noticeable input lag. It's an overrated version of OnLive, a 10 year old service.
Ever had ISP problems that rendered you internetless for a few days? With Stadia this means you can't play any vidya. Ever traveled to places with no internet, or wanted to play on the road? Would be impossible with Stadia. Ever wanted to play a game that has QTEs? Stadia says no to that.

It'll be good for turn based RPGs.
