I liked the HrtP phase and how she shifted from her PC-98 design to modern but Reimu was overall kind-of lame. All she has is a massive HP pool and doesn't even use colour attacks besides green

It's tricky because the game made graze so good.
To make a difficult boss they had to give it few attacks that are easily grazed, so they gave the first phase lots of melee attacks and the second phase lots of black holes that move you around.

She gives you much less grazes than other bosses, so you get less HP back and have to dodge more carefully.
Not that hard if you keep slowed time up all the time.
