I think you're right when it comes to pure quantity of memorable characters but there are so many unmemorable characters diluting the pool that FF7 has, say, 30-50% memorability whereas Sonic has like 10 or 20% across his whole cast

I've barely played TF2, but I know the personalities of those characters so well.
They just stick out.
Ironically with games like Overwatch and other "hero shooters" they put pretty much 0 effort into characterization.
The write super elaborate backstories, but if I were to ask someone how Mei or Tracer would behave in a random situation they probably couldn't tell me, but if I asked about Spy or Scout they'd know.
