Around the time of Sonic Adventure, they decided emeralds are "FOR SONIC ONRY!" And then it became more of a saiyan thing where the hedgehog race can do it. Amy being the exception, because old Japanese businessmen are afraid little boys don't like girls getting powered up.

It's not about being a hedhehog but about being able to manipulate Chaos power, Shadow, Sonic and Silver are specially good at this so they should be the only ones capable of drag out all the power of the emeralds
Same for Blaze, Burning Blaze should be a power up for normal stages like the super forms should be for other characters, but a form even above that should be for the end of the story (something like "Flaming Blaze")

It's not only a giant on/off switch, the Master Emerald alone can provide the same amount of Chaos energy as the seven emeralds (see Sonic 3&K when Mecha Sonic goes Super or Sonic Mania Adventures when Metal Sonic almost goes Super too, both using the Master Emerald), Sega just ignores it because having two stupidly high power sources would be troublesome to deal with when writing

The Chaos Emeralds haven't been a crucial part of the story in a while, so it's just a prop at this point.

Because Gamma is the only one fitting for Fly type and Big only fits for Power type, but Chaos being fast like Sonic sounds weird... and what about the other teams? In Fang, Bean and Bark Bark is obviously the Power but who's the Fly type? Bean using bombs? So Fang and his guns are just for running as Speed type? I guess the last one is easy tho, Metal Sonic should be the Speed, Ray the Fly and Mighty the Power
