Why would you want an apartment in a cyberpunk world? A fixed adress just gives your enemies a target. Corperations and various thugs will know where to find you. All that money wasted on a place filled with possesions could be wasted on augmentations or guns.

Honestly speaking, the best kind of cyberpunk game would be something self-evolving with factions having agents and internal conflicts leading to dynamic changes you can affect, like DF does it. But that would be impossible to write stories in - other than generic ones. Maybe generate buildings and rooms you can choose to hole in and hack from, then evade police and thugs while keeping home base clean (and screen all hardware you would plug in there) etc.
