By its nature it restricts some people more than others because you cannot possibly create a society where everyone is rich and can thus take advantage of such a system.
This is why pretty much every government in human history trends towards a progressive tax system where the rich get taxed more. It leads to a more stable economy and a healthier society. Conversely, societies that trend towards the opposite tend to collapse violently when the poor become oppressed by the rich.
