there used to be a short lived craze for stealth games from about 2000-2005, with even non stealth games having entire levels dedicated to stealth, some better than others.

Nah. Hitman requires NPCs and the world to have reliable and predictable behavior, so you can develop a consistent solution to it.
Stealth games can get away with stuff like NPCs turning their heads at random times decided by RNG, to add a risk factor to doing risky things.
Also you use disguises instead of avoiding sight altogether

in a way, it was very trial-and-error, completely a puzzle game if you wanted the silent assassin rating, but it was still sort of stealth, in that you had to rely on observation and timing and use skill as much as figuring it all out. splinter cell is still trial and error, especially the first two, but more reliant on observation and the skill of playing, doing things just right etc, but it's still a puzzle game, especially if you want that best route through with as few knockouts as possible in chaos theory.

Stealth games are basically dead because today's brain dead fortnite kiddies can't just run and gun in them. There's not much to choose from really. If you want a pure stealth experience you have to play older games. But Sekiro is pretty decent except the boss fights if you're looking for stealth game play
