Once a game gets an established meta and everyone know how to abuse the annoying shit to win it becomes unfun. How do you stop a game from becoming like this since it seems to happen with pretty much every multiplayer game that is competitive.

No, it is opposite. You make it completely unbalanced to the point there is never a winning strategy and establishing a meta is impossible. Any actual winning strategy would only be conceived during gameplay.
Actually, it is pretty easy to achieve this effect without being too cheap:

1.Take a game like Yu-gi-Oh!
2.Allow users to build their decks
3.Force both players to randomly remove a number of cards from their decks (like half)
4.Allow each player to pick half the removed cards from the enemy by their choice

Additional step:
-Force users to list all archetypes in their deck
-Randomly ban one of them per duel.

That's a card game though how would this work in a shooter or fighting game? you can't just ban some ways of play randomly

ive seen three approaches that seem to work well

1. make it so complex that finding the "Best" shit is impossible to find realistically, like path of exile
2. Make everything counteract everything else (see magic, or classic wow class balance)
3. agressively change the meta by updating whats the worst/best thing every week. Closest ive seen is autochess buffing the shittiest piece every week

Unless you continually patch the game, you honestly can't. I only play fighting games for multiplayer, but it's clear on the first month who's actually good and who's bottom tier. Some devs patch them but the meta evolves either way and reestablish itself again. Just gotta deal with it or become a god in predicating what the opponent does.

Sounds like the fun part of games for you is discovering new strategies, not actually executing them. You'd have more fun just jumping to new games or playing something that is constantly updated.

In good games, even if the meta is "solved" executing that meta is still fun. Melee is about as far from a balanced game as it can get, but playing with the top tiers against other top tiers is so much fun that people still play it almost 20 years later.

melee is extremely well balanced among the good characters, to the extent where losing at all means you played worse than your opponent

no nigger, the good characters are like fox falco jiggs marth sheik peach falcon ic's pika falcon and yoshi, almost 50% of the roster. For the second game in a brand new type of fighter its pretty goddamn balanced, and for the best character to be so beatable is nice.

Saying the game is well balanced if you just ignore 2/3 of the roster is pretty silly. There are also some pretty lopsided matchups like peach/puff and sheik/icies where you're practically forced to play a secondary.

Point of my post is that balance doesn't matter all that much if the game is fun, and melee is a fun game.
