I actually figured this out today. In Rare's DK games, DK is very "player sized". He's about the size of Mario/Banjo actually. In Smash DK's size was more based on his older appearances, when Banjo came in they wanted him to look right next to DK/Diddy so they sized him up a little.

He's saying that Donkey kong is smaller in Rare games to be less lumbering to control than he was in pre-Rare donkey kong games. Since Banjo and Donkey Kong in DK64 were the same size then, and Donkey Kong is bigger now, Banjo is bigger too.
