Just having a creepy ambient atmosphere does not make a game survival horror. In terms of gameplay it's a fairly standard FPS, along with having the powers of course.
I really like bioshock, but it's not SH.
There's not much survival required supplies are easily available from vending machines and no penalty for death.

I remember the area you encountered them was this large partially-flooded room with large pillars, and when you'd move back and forth with the pillars in your view and the mannequins behind them, you could actually see how their positions would change when your vision gets obscured by the pillars. Really cool effect.

Between the splicers, big daddies, environment, and whatever other creepy shit trying to kill you, it's absolutely survival horror. You don't need a ton of blood and viscera to be scary.

The sequence when you first get the shotgun is a better example imho

Not that user but the setting is pretty fucked. The kind of experiments people did on others and themselves, basically everyone is on super power drugs, everything is ruined and falling apart, little girls are turned into monsters who stab corpses while singing, drug addicts hunt you down while warping themselves into things that are barely human and you’re pretty much one of the few sane people there.

The simple fix there is to have rooms and enemies set up so that you cannot always be looking at all of them at the same time. And sure, it's not as impressive during a second play when you already know what they are and how they work, but that's true of everything. That's why Dark Souls is a lot easier when you replay it.

Do you consider REMake 2 survival horror? RE4? Obviously BioShock isn't survival horror-focused, no one's saying that. But it absolutely has horror elements, and you're a dude that has to survive creepy basically magic bullshit. There's horror and you have to survive. It's no less that genre than RE7 is. One just has a little more shooting in it.

With that argument, every combat related game is a survival game. Survival genre relies on resource management. There is 0 resource management.

Are you really trying to tell me that those games are any more survival horror, in the classical sense, than Bioshock is?
You are not nearly as strained for resources in Bioshock as you are in either of those games. There is also no fucking resource or item management in Bioshock. In RE7 and RE2make you are incentivized to avoid as many encounters as possible to preserve ammo just like in the original RE. You're not given special powers to make combat encounters cool you are given basic weapons that you are only meant to use if you have to. You are either a goddamn retard or you never actually played RE1 and have no idea what makes the genre what it is.
If you play on the hardest difficulty, ammo management becomes much more important, at least until you get the upgraded crossbow or loot every single container like me.
The machine gun sucks absolute ass on hard, that shit does 0 damage unless you have anti-personnel. But I agree that Bioshock isn't survival horror.
Games that aren't strictly pure "horror" games but have scary parts are infinitely more scary than survival horror games could ever be because you're not always prepared for it whereas with horror games you're constantly expecting the worst and expecting jumpscares around every corner.
So why not just call them ammo management simulators?
