Tifa's ZR doesn't work because of the top half of her outfit.
The entire upper half of her body being white and light skin tone draws attention away from the exposed thigh. Look at Rinfag here trying to pretend the science of ZR is only localized to just the legs. The reality is the eyes are drawn to the one and only highlighted point on Rin's body, the exposed thighs, because the rest of her palette is black or dark red.

With the original fully exposed legs and the light top, Tifa's midriff, tits and legs all get an equal framing, a solid and simple color balance of short darks and tall lights (hair, body, skirt, legs, boots). Additionally, the simpler, tight pencil skirt accentuated the form of the hips.

In the new one, the skirt and black bands peeking out from Tifa's white top frame her stomach and boobs even more blatantly, completely isolating them from one another. But because of those thigh high stockings making almost her entire lower half all-dark and her upper half all-light, there is a massive draw AWAY from the ZR due to the disproportionate placement of tone. The more complex pleated skirt also makes Tifa's hip area look much more noisy, it's slight bit of volume also no longer shapes to the hips like the original.

Either take away the dark leggings (remove or change color to a light tone) or give Tifa's upper body just as much dark as the lower half to balance it.

Hero costume redesign sucks they just need to use the original design and thats it 70% of the autism gone overnight .

The design is bad from all angles imaginable. One, theme. ZR is a design used for schoolgirl characters. Is Tifa a schoolgirl? No. She's an adult. Two, composition. Spats, sports bras, and gloves are sport gear, better fitted for a sport-themed outfit. Thigh highs and plaid skirt skirts are day-to-day gear, better fitted for everyday, feminine outfits. The two together don't work. It's liking trying to mesh two outfits together. Third, characterization. Tifa is depicted as a very practical person in the story, her tank top and skirt are probably what she has at hand. However, the tank top and plaid skirt serve no purpose anymore, since she has spats and a sport bra that's bigger than the top. A new outfit true to Tifa's character would have spats and sport bra only together with the gloves and boots. Hell, it would have yoga pants and sport bra. The socks, plaid skirt and tank top are merely fashion choices, they serve no purpose. Three, color scheme. Black is out of balance now. There's too much black to too much white. This is where the AC outfit conquers the new one. There was a right amount of black to the right amount of white, giving her a black based design. The original outfit reigns over them both though, giving the contrast of black from the hair, skirt, and long gloves to the white based Tifa. The red in the gloves (now gone), together with red from the boots and hair clip bring her eyes into evidence. Overall a much more pleasing design to the eyes.
And that's why the design is bad.
