From what I could tell, the designers of SimCity 2013 included Ocean Quigley who was with Maxis since the SimCity 4 days. I do remember reading that EA wouldn't fund it without the online component, and the problems with that basically destroyed the program, dealing with all the online components instead of the more ambitious things planned.

How C:S handles traffic is incredibly bad. This is evident in highways, when there's a ramp with heavy traffic coming onto a freeway, the traffic doesn't get bad AFTER it comes on, it slows BEFORE the exit because everyone is trying to slam on their breaks because there are too many cars entering the freeway. The proper solution is to build a longer merging lane (you can easily see this action through even a simple traffic simulator you can run in a web browser) while many cities opt for putting a light at the ramp to monitor the traffic going on. Combine that with Cities: Skyline's other bad features (wrong lanes, no dedicated turn lights, etc.) and you've got a massive clusterfuck of a traffic simulation. Mods can mitigate this problem somewhat but once you get mods into the equation, you're not discussing the games on equal merits.

or heck just a remake that takes advantage of modern computer hardware and maybe natively incorporates NAM

But he's right. Nearly every single in America has a freeway or faster road around the downtown district, or otherwise replacing a highway. The freeway is going to add extra miles as it goes around, but while technically shorter, the "city" way go has much slower speeds and at least one stop. Braindead traffic sims that think "shortest route=best route" basically take every single car off the freeway into the city road, creating massive traffic jams. SimCity (2013) was notorious for doing this, and Cities Skyline functions similarly.

SimCity 4 without NAM was based on "steps", where highways could do longer "steps" based on higher speeds but if the number of "steps" exceeded the a set distance between people and their jobs the trip would "fail" and things would end up abandoned.

Basically, your sims will try to take the quickest route to a job and if you position your roads/rail/subway too close to a city connection they'll go in a circle trying to get to a job.
The best way to prevent it is to only have cities connecting one way (north/south or east/west) and have jobs near the city connections.

SC4 has no neighbors. It's fucking retard making deals with cities which you own.
I have a few major problems with it.
1. I can't accept parades without being forced to spend 5 minutes watching them. Parades are good for the economy, and I want that bonus, but it's not worth the wasted time.
2. Every utility building eventually breaks down; there's no option to have them just automatically replace themselves when they reach the end of their life span. This would be fine if it were just power plants, but it's fucking everything. Recycling centers, incinerators, desalinization plants, water treatment plants. And worst of all, water pumps. I spend so much time just replacing goddamn water pumps. What's worse is that when they go, they also take out the water pipes underneath them. I had the simulation on fast speed and suddenly my population dropped by about 90%. Turns out a water treatment plant broke down and took out the water pipes that connected the pumps to the whole city.
3. The way it handles elderly citizens and the "wave of death" is very weird. I had a sudden downturn where my population kept getting lower and lower, and demand for each zone type was as low as it could go. None of my advisors had any advice; they said everything was fine. As it turns out, the game uses the percentage of people working as a sort of metric to determine whether people want to move to the city. As citizens become elderly, no one wants to move in to replace them in the work force. The best solution? Just cut all funding to healthcare for a while. All the elderly people will die off and then the city will start growing again.
