USUM didn't really "improve" upon its gen in the same way emerald and platinum improved theirs. USUM added very little extra content to the game, and didn't really change anything. Plus, it still is sold in two parallel copies instead of being a third definitive version, so fuck Game Freak.

The actual quote from the new interview is that no decision has been made to add the rest of the Pokémon in via updates. Semantics maybe, but it doesn't mean "we definitely won't do it", just "we haven't decided yet".
