Would it work? I haven't done it myself but it seems like a lot of work but compared to getting an official $60 copy of a game it doesn't seem that bad

If you want to pirate a game with DLC and simultaneously use steam with it, then you need CreamAPI and a pirated installation of the steam game. You replace the vanilla steam version with the full pirated game's files, then you do some digging around to find the steam DLC codes to activate them through the steamAPI, and voila, a game with the dlcs and updates, and with full steam support. At least that's how I did it with CK2 and it still works.
Also deactivate steam through the whole process via task manager, same applies for the achievement manager program and such so you already know this
It wouldn't be able to play the game after refunding it, as if you pirated a copy of the game, if that's what you're implying. You might be able to refund past the 2-hour playtime period, though. Play the entire game without any internet connection whatsoever, completely uninstall Steam and all relevant files, then reconnect to the internet to reinstall Steam and refund the game from your library, since it should now have 0 hours of playtime. Unless Steam has some secret files hidden in your computer somewhere for this specific reason

you can still earn achievements while offline, hours played won't update when you reconnect but those will
The smarter thing would be to enter offline mode, refund it from another computer, and then play your game. That way you're guaranteed to get your refund.

Many newer games don't allow you to play them without playing them through the steam launcher. It's part of why several people fucking hate steam drm.
Although if you really fucking want there are a few games you can get for free like Vampire the Masquerade by downloading them and then refunding them. As long as you don't uninstall the files it'll still work. Doing this on anything that isn't old as dirt is unlikely however.
