The key to making a good Sonic game is capitalise on everything that could be considered "cool" in that current time period. Then give it solid gameplay, story and music and that should do it until all that cool shit gets replaced in a few months. The last games aside from Mania that did this was probably Adventure 2 or Sonic Battle.

Reworks of it in bits and piecs have already been done by several fans, most people don't give a shit since the issue was the gall of Sonic Team selling a mess like '06 at full price without shame, not any legendary potential hidden in its completed version.

Sonic is idea that can‘t work. He is too fast for platforming. You can try to make good Sonic game, make Kart racing game. But CTR is king of kart racing.

Make Adventure 1 styled game with Adventure 2's physics.
Compact hub world thats easy to navigate.
Artstyle is a 3D Toei style and is set between Mania and Adventure.
Story is a new bad guy 1 upping eggman but obviously more competent. Make it a girl.
Sonic, Tails, Knuckles, Amy, Eggman are the only ones playable with an unlockable Metal Sonic skin for shits n giggles.
Sonic is fun platforming & none of that boost formula that is forcing Sonic Team to make all of the levels short.
Tails is much of the same but with more open areas for flying around in.
Knuckles is treasure hunting but uses the emerald detector from Adventure 1 instead of that one in 2 they used for padding.
Amy's levels are more mission based like Chaotix from Heroes.
Eggman is kinda like Destroy All Humans gameplay. Just fly around in eggmobile destroying cities and capturing animals and stealing resources. Halfway through he joins Sonic and co to take down the greater evil.
Bonus game is Sonic Xtreme fish eye lens platforming.
