First half of Severance: Blade of Darkness is pretty good.
FEAR 1 gets close, but the enemies are ridiculous sponges on the one difficulty that matters.
I remember liking The Dishwasher: Vampire's Smile's combat with how ridiculously mobile enemies are. It's a game with an infinite amount of air-dodging that still manages to make enemies a significant threat.
A good real-time combat system is one that makes enemies aggressive and mobile, and gives you options to deal with that. A game with plenty of options but braindead enemies isn't good, just an extended powerwank session. Vice versa is monotonous.
To be fair, Mad Dog style is utterly fucking broken.

People don't play Yakuza for challenge, Yakuza is a unique mix of crime drama, wacky side quest, decent beat em up and a wide variety of minigames. People who unironically say that Yakuza has great combat are baiting.

You mean first few levels? Once it just becomes spam weapon specials it pretty much loses it's whole appeal. Pic related had way better combat but suffered from a lot of jank.

Nigger after like 2 levels you'll be able to find shit that basically gives you the ability to instantly effortlessly gib whatever you're up against it. Was a damn shame too since the game starts off intense.

It has a lot of flaws and is kind of glitchy but it's a good example of a good combat system overall with the constant mixups and switching between using weapons, disarming, and melee in every fight.
