It's not a really designated number. The 22 Arcana you think of come from the Tarot of Marseille deck, which is primary made for esoteric fortune telling shit. Arcana are not really set in stone as there's a litany of other tarot decks in existence.
Faith comes from the Visconti-Sforza deck, which is the oldest known version of Tarot and was just a card game. It also has Hope and Charity Arcana unique to it.

A fun note about P3, its use of the Universe Arcana over The World is more in line with Thoth rather than Rider-Waiter. And while Aeon is in Thoth, there's no Jester Arcana as far as I know. That was just used as a storytelling tactic that show's your social link stuffs with Adachi was a facade. And Hunger is a mistranslated form of Lust which was part of the Thoth deck.
