Absolutely; FFVII didn't need to stay a moment longer in Midgar. It served its part of the story, before we moved on and returned later. By making an entire game focus on Midgar, you're stretching out FFVII thin by adding filler. You're pushing the actual interesting reveals until later on.
I couldn't give less of a shit about fleshing out the rest of the city, adding new sections, etc. There is no need to ruin the pacing of the game.
It was always disappointing how little we actually see of such a massive and intricate city. I'm down for this.

the story goes to shit the second you leave midgar, all the events were made without any progression in mind and your party members cease to be actual characters outside of whining about every scene you happened to bring them in. I had completely forgotten just how mediocre ff7 was compared to the rest of the first 10 games in the series until I replayed it.

Is this game actually worth it? I started playing it once and only got out of Midgar, I was going around in the overworld but I was still on disc 1. I've since lost that save and don't really feel like replaying the beginning

Nah, I'm cautiously optimistic. As long as the pacing doesn't feel like it's needlessly dragging and their are plenty of different areas to explore. I heard the FF7 script was massively cuts during production mainly in Midgar, so I'm looking forward to seeing how the restore that content. Apparently there was meant to be a cat and mouse detective story at the beginning.

I'm going to even go as far as to say that VII is the leading title of the entirety of the Final Fantasy catalogue.
Ask anybody about FF and even if they only know very little of it, they know of VII's masterpiece.
I'd say it's somewhat worth it. I've replayed through almost halfway through the game recently, and it only took me 6 hours to get out of Midgar.
I highly doubt that this is going to be a 10 hour long game so that means that likely most of what we'll see will be new
and, that being the case, I'm worried
I just don't see how they're going to cram 40-60h of gameplay into just Midgar.
Better hope they have some kind of extras or endgame cause waiting for part 2 is going to suck.
Not to mention part 2/3 could be cancelled if it doesn't sell well.

You're misunderstand how much they can pad it out. If Guard Scorpion is now twenty minutes long and every dialogue is voiced cutscene, then literally following the events of the game to a tee will probably get you to fifteen hours. Add like five hours of padding and it's a full game length
I do not for one second believe it's going to be a full jRPG length. I am confident it's going to hit between 15-20 hours long, meaning it will rougly triple the original Midgar's runtime.

We don't know what they meant. There are no two conflicting sources saying they said it should be much smoother from here on out versus the original story where they said it won't be any quicker. Then you also have the confusion of that niggerfaggot Schrier saying he asked them how many parts there will be and they said they don't know.
They could expand the existing zones or even just explore more of Midgar to add some depth.
Also Shinra tower is a logical place to put some extra endgame; they could easily flesh out more floors after creating the initial assets.
