If you want me to reach my entire arm up my ass to pull out a hypothetical scenario in which Geno was likely, we'd need to have a 2nd fighters pass, and Nintendo would have to see Geno as a way to get the same reaction from Die Hard Smash fans they got with Banjo. He'd hardly appeal to anyone other than that, even less nostalgia appeal outside of the Smash fanbase than Banjo.

The only issue is that there's more admittedly popular/worthy characters, which is why we got Cloud and The Hero instead.
If the roster kept going with no cuts, Geno would likely happen eventually, though he'd be lucky to get 3rd or even 4th place.

2B, Lara, and possibly Crono could wrangle in a chunk of new players while still pleasing Smash fans though, which is why they could get picked over Geno.
