Midgar's upper plate is the part they absolutely landed, at least for the most part. It could use more eerie green lights, though, and maybe a lot more billboards and industrial areas. Original Midgar had a lot of those, but since they're trying to put the entire game in this location, they've obviously put more thought into how living in it would make sense. We didn't see a lot of the upper plates residences in the original (my most vivid memory of it is right after when you get the flower from Aeris/th and are running away from the Shinra men) and from what you saw of them it resembled your screenshots
I don't think we've seen enough of the lower plate to make a judgement though.
